SECTION 1: Uniforms, Helmets, Bats, Baseballs, and Umpires

All teams must have full baseball uniforms consisting of caps, jerseys, and baseball pants. Each player's uniform must be of a similar design to his teammates' uniforms. All jerseys must have numbers. |

All batters and runners must wear helmets (no exceptions). One earflap is allowed as long as it faces the pitcher. |

Each team will pay for one umpire. |

The San Diego Umpire Association must be notified within 36 hours if a game has been re-scheduled or cancelled. If they are not informed the team that re-scheduled will have to pay for both umpires. |

Umpires will not be paid extra for extra innings unless they have to come back on a different date to finish the game. They will then be paid per inning at a pro-rated amount for one game. In turn, umpires will receive a full game's pay for any game that is not complted before nine innings. |
SECTION 2: Game Length, Run Rule, Tie Games, and Rain-Outs

All games are scheduled for nine innings including doubleheaders. In the case of darkness or lights that have to be off at a certain time, a game will be considered complete after 5 full innings (4 1/2 if the home team is ahead). Umpires will have final say on whether it is too dark to play. Non-league games are at the discretion of the home team. |

The run rule is optional. If a team is down by 10 or more runs after their at-bat in the 7th inning their manager now has the option of calling the game. |

Tie games will be completed the next time those two teams play again no matter where the game is played. The tie game will be played before the next regularly scheduled game. If the two teams in question do not play again, the game will go down as a tie. If, however, the game means something in the standings the game will be replayed in its entirety using the same 25-man rosters at the time the original game was played. |

Rain-outs (with reference to field conditions) will be decided by the home team before the game is played. Once the game has started, however, the umpires will determine whether or not wet field conditions warrant the cancelling of a game. Rain-outs will be re-scheduled at the earliest convenience of both teams involved. Each team will then notify the league scheduler, who will then notify the umpires of the re-scheduled date. |

SECTION 3: Teams, Lineup Cards, and Players

Team rosters are limited to 30 players with only 25 eligible players for each game. |

Each team is required to provide two copies of the lineup card to the home plate umpire prior to the start of the game. The lineup card must list the last names and numbers of the players. Substitutes must be granted upon request. Managers must notify the home plate umpire who, in turn, will notify the opposing team of all substitutions. Umpires will manage the lineup cards and will be the official cards for protests and batting out of order complaints. |

Teams must have nine players to start a game. |

In order for a player contract to be valid the league office must have a copy. |

A Player wishing to change teams must first receive his release from his original team. The release should be faxed or mailed to the league office. The Player will be considered ineligible until the league office signs off on the release form. |

SECTION 4: Players and Manager Ejections
4a |
An umpire has sole discretion to expel any player or manager from the game. The umpire must report the name of the player expelled to the league office. The player expelled is not required to sit out the next game unless they are expelled for fighting or physical contact with an umpire or coach. |

Fighting or physical contact with an umpire or coach is an automatic minimum one-game suspension. The umpire must then submit a report to the league office for further review by the league officers in case a much longer supsension is warranted. |

Managers that are expelled are not required to serve a one game suspension. Same conditions apply under rule 4b if a manager makes phsycial contact with a player or umpire. |
4d |
If a player or coach is suspended, it is for league games only. Non-league games do not apply. |

SECTION 5: Protests and Appeals

If a manager wants to lodge a protest, a $100.00 protest bond must be paid to the league at the time the protest is filed. In the event the protest is upheld, the $100.00 deposit will be refunded to the protesting manager. If, however, the protest is denided, the manager will forfeit the protest bond. Protests must be received by the league office within 24 hours of the official game time. The protest form must be used. Former league president Jeff Sewell will be the protest judge. |

There will be no appeals process for players, managers, or general managers. The league ruling on protests and suspensions is final. |

SECTION 6: General League Rules

The Division Champion is determined by best record within each respective division |

If two teams are tied for the best league record, and if time permits, a three-game playoff will be scheduled. If there is not enough time for a three-game playoff then a one game winner-take-all playoff will be scheduled. Home team will be decided by which team won the season series between two tied teams. If the season series was a tie then a coin flip will determine the Home team. |

The forfeit time for a single game competition is 15 minutes after the scheduled game time. If there is a double-header and the first game results in a forfeit, the second game will be called forfeit 45 minutes after the first game's schedule start time. |

Each team in the league will have to put up a $200.00 forfeit bond for their first two years in the league. If that team does not forfeit within their first two years in the league, that bond will no longer be required and will be returned after the probationary period. If a forfeit does occur within those two years the forfeit bond will be required for two additional seasons following the date of the last forfeited game. |

The American League slide rule at second base will be in effect. (That is, a runner must be within a "body's length" of the base to prevent being automatically cited for Interference in accordance with MLB rules. NOTE: An Interference call is still at the discretion of the umpire in accordance with the MLB Interfernce rule and regardless of our own current General Rule). At home plate the player must slide or avoid any malicious contact. As to what is defined as "malicious contact" will be at the discretion of the umpire. |
